Almost, or I should say most all of the bookmark icons that I have outside of Internet Explorer 8 do not have the right icon that would relate to the specific website.
In the browser all of the icons are correct it's outside of the browser like in the favorites
user folder and for example on the Links Toolbar if you choose to use that which I do use.
All of the icons were very stable until I backed them up for a format and reinstall (first one since Win7) and on the new install and this has happened before all of the icons are glitchy.

I followed these steps, now all of my IE bookmark icons are back to the way they should be thank you Kai Schatzl.
1.
Close all folder windows that are currently open.
2.
Launch Task Manager using the CTRL+SHIFT+ESC key sequence, or by runningtaskmgr.exe.

In theProcess tab, right-click on the
Explorer.exe process and selectEnd Process.
4.
Click theEnd process button when asked for confirmation.
5.
From the File menu of Task Manager, selectNew Task (Run…)
6.
TypeCMD.EXE, and click OK
7.
In the Command Prompt window, type the commands one by one and press ENTER after each command:
CD /d %userprofile%\AppData\Local
DEL IconCache.db /a
EXIT
8.
In Task Manager, clickFile, select New Task (Run…)
9.
TypeEXPLORER.EXE, and click OK.

This is how you rebuild your entire computers icon cache.
