Can not delete internet explorer, tried everything - Cannot get a webpage to go away

I have tried to delete internet explorer but there is a web page that won't go away.
My son useses this computer and I am affrade it is a virus.
I have tried everything any help.

1.
What have you tried to uninstall or remove the Internet Explorer?
2.
Or if are you trying to delete the internet explorer shortcut?
 
 
If you suspect any virus activity I would strongly recommend you to run anonline Virus Scan.

Note: It is recommended that you back up your files and folders before attempting this step:

• Move the mouse cursor over to the upper right side of the screen.
• A menu will pop up on the left. Click on the "Settings" feature on the menu.
• On the Settings window, click on the "Change PC settings."
• Now, left click on the "Update and recovery" feature.
• For the next step, left click on the "Recovery" feature.
