I need the row the date is in, to highlight when the date is 5 or 10 days from the date in k1

Well, that's quite different from what you first asked for...
The conditional formatting rule you want now is a "Color Scale"
You can specify the most green date and the most red date - but unfortunately dates outside that range will also be coloured green or red as appropriate.  So you first need a rule that will NOT colour dates further from today than 30 days or closer than
2 days.
You still don't say whether "from" means before or after.
For simplicity I will assume that "from" means before.  If it means after, change minus signs to plus signs and change < to > and > to <, and interchange green and red.
- select B4:B195 with B4 active
- Home > Conditional Formatting > Clear Rules > Clear Rules from selected cells
- Home > Conditional Formatting > New Rule > Use a formula to determine which cells to format > Formula: =OR(B4<$K$1-30,B4>$K$1-2) > Format > Fill > no fill
- Home > Conditional Formatting > New Rule > Format all cells based on their values > Format style: 3 colour scale > Minimum: Type: Number, Value: =$K$1-30, Color: green; Midpoint: Type: Number, Value: =$K$1-16, Color: yellow; MaximumType: Number, Value: =$K$1-2,
Color: green.
- Home > Conditional Formatting > Manage Rules > Check Stop if True for the first rule.

Boot in Safe Mode:

• Open Run command as previously described
• Type MSConfig
• Click on Boot tab
• Tick Safe boot in Boot option
• Select Network
• Click Apply and OK
• Reboot your system

Your system will boot in Safe mode with Networking. You may now try and open Windows Store and should not see any errors.
