Dell data safe local back-up has stpped working help please

I was trying to log into a new website I am trying to build, using my laptop instead of the family computer.
This was because I was  having problem accessing the.Net framework a few days ago.
So I received the  message that the Dell data  safe local backup
has stopped working.  And to contact  Windows.
I was directed   to make my own search through some links including this forum.
I would appreciate if someone can help me solve this issue.
