Corrupt Windows Installer Program?
My OS is Windows 7 64 bit.
I was uninstalling a program and the windows installer ( uninstaller) that asked to make changes to my computer was from an "Unknown Publisher".
I Regret that I clicked to allow it to make changes to my hard drive.
It removed
all of my Anti virus and internet security programs.
Windows defender is also affected (will not remain on when I turn it on). After I realized that my internet security and antivirus programs had been deleted, I turned on Windows defender and ran a scan
(that took 10 hours!), but windows defender will not remain in the on state when I shutdown my computer and restart it.
Since then, I have re-installed my internet security and anti-virus.
I ran a full scan, many files are now locked now and cannot be scanned.
I don't know how they got locked or how to unlock them! Anyone on that issue? I suspect my windows installer program is corrupt, since that is where the whole mess started.

When you say your files are locked, what do you mean exactly? Do you mean you are unable to open them in the application?

Unregister Windows Installer, and then reregister Windows Installer.
To do this, follow these steps:

In the "Open" box, type "msiexec /unreg", and then press ENTER.

On the "Start" menu, click "Run".

In the "Open" box, type "msiexec /regserver", and then press ENTER.
If this does not help the I would suggest to install the Windows Installer Cleanup utility and run that to remove the leftover Java installer files that may be causing issues with your current installation.

You can also try the following:
Click Start Orb, in the Start Search box type: Regedit.
Scroll to: HKEY_lOCAL_MACHINE/SYSTEM/CurrentControlSet/services/msiserver
Verify that the SYSTEM account has Full control.
If it does not, add the SYSTEM account with Full control.
Modifying REGISTRY settings incorrectly can cause serious problems that may prevent your computer from booting properly.

Click Start
Type: CMD, from the results, right click CMD
Click 'Run as Administrator'
At the Command Prompt, type: sfc/scannow
This will check for any integrity violations
