Cannot install .net framework 1.1 on Vista Home Premium 64-bit

I just purchased a PC running Vista Home Premium 64-bit.
I attempted to install The Print Shop version 23 and encountered an error when it tried to install .net framework 1.1.
I cancel the install of .net framework 1.1 and completed the install but the
program says it has to have the .net framework 1.1 installed.
Is .net framework 1.1 compatible with Vista 64-bit? Any other options to get The Print Shop 23 installed and working?

Running System Update Readiness Command

On running the System Update readiness Command, it will Detect & Replace Incorrect Registry data with the Correct one. Which may ultimately Solve Cannot install .net framework 1.1 on Vista Home Premium 64-bit in Windows.
