Can't get back "Internet Explorer". Blocks out Silverlite(?) so I can not get on to web site

I can't get this figured out it took down my internet.
I got back "Chrome" but can't get back "Explorer".
 Blocks out Silverlite(?) so I can not get on to web site, and was on it last night do homework on www.testout.com tonight no luck.
wont let me get
back my Silverlite(?) says that it is being blocked.
Check on my AVAST wont let this run either, no scree saver and I have got a lot of blue splotch on the moniter screen.
Just don't know dose any one have an idea.
